Local Government Support Program, Phase II, the Philippines
In 2006, a three-person team from Jackson and Associates evaluated the Local Government Support Program (LGSP), Phase II, (2000-2006) in the Philippines. The program is funded by CIDA to the tune of $30 million and implemented by Agriteam Canada. The core program was designed to build the capacity of 185 local government units in the areas of leadership and management, service delivery, resource generation and management, and participatory governance. The extension period of the program was focused on building an enabling environment. The evaluation team consulted with over 400 individuals from the key stakeholder groups. The evaluation found strong evidence of the program’s significant contribution to the strengthening of local governance in the Philippines. From the rich experience of LGSP II, the evaluation culled nine strategic lessons and 11 programmatic lessons learned in local governance programming.

Institute of Public Administration of Canada
In 2005, Jackson and Associates carried out an evaluation of the international program of the Institute of Public Administration of Canada (IPAC). The international program (2001-2006), called the “Public Sector Capacity Building for Governance and Social Development” is funded by CIDA in the amount of over $5 million, and involves eight countries mostly in Africa. Overall, the program has made a very useful contribution to strengthening the capacity of the governments the partner developing countries in engaging in good governance. The specific areas of the Program’s interventions have been on improving cabinet decision making, integrated strategic planning and budgeting, policy development, decentralization, and on social development capacity building projects designed to improve access to primary education and health care, HIV/AIDS information and support, and child protection.
