Jackson and Associates assisted CIDA in preparing a handbook on results-based management for project officers and managers at CIDA. The handbook includes logic models and results chains for 50 programs and projects in a diverse range of countries and sectors.

RBM Tools - United Nations Population Fund (UNFPA)
The firm provided training to UNFPA headquarters and regional staff in results-based management and performance review methods. The training sessions made use of RBM tools and concepts adapted to the UNFPA mission and programming context.

Sector-Wide Approaches (SWAps)
Jackson and Associates provided CIDA's Policy Branch with advice and analysis on accountability systems for sector-wide approaches (SWAps) in development programming, where donors pool their funds and developing country governments frame and drive sector reform and service delivery. Our approach emphasized the role of citizens in evaluating SWAps for the benefits and costs at the household level.

Program-Based Approaches (PBAs)
Company staff have participated in the broader debate in the development community on program-based approaches-national poverty reduction strategies (PRSPs), SWAps, and other forms of pooled, non-project support. Our position is that PBAs can have a very useful role to play, but they should utilize project tools, as well. In the case of PBAs, we favour a strong role for citizens and civil society organizations, in implementation, and in active monitoring of every day activities by the local agencies implementing PBAs. The closer to the ground PBAs are pushed-in particular, to the provinical or district levels-the more opportunity there should be for citizens to hold their governments accountable for effective and efficient poverty-reduction services. We are very interested in working with donors and governments to create innovative forms of PBAs, such as those to build civil society, ensure human rights, or promote peacebuilding.
Universities and Development Results
The company led a review of 20 years of China-Canada cooperation in higher education, to which CIDA had contributed over $250 million for more than 100 projects. Through file analysis, interviews with project directors in Canada and China, and preparation of ten detailed case studies of university partnership, the review uncovered how universities generate development results. Through their multi-generational and multi-disciplinary teams, and the multiple results-chains of teaching and research, universities can achieve significant policy, institutional and community-level outcomes. Continuity of leadership, strategic focus and budget transparency on both sides of the partnership are key success factors.
